1 Note that nearly 40.51% of the budget is to non-farm or mainly urban area assistance. This is higher than the FSA total expenses of 34.75%
  which was actually just 26.7% of the total 2006 estimated spending due to the 8.05% budgeted but not spent on farm payments in 2006.
  This was due to higher grain prices reducing LDP and CCP payments.

6 NOTE: The EWG is touting disaster assistance as unnecessary spending, yet disaster payments to farmers in 2002 to 2006 were just .013% of the total farm spending. The total spent of $7.662 billion was less than spending on the Katrina hurricane disaster!
